Partnering with Pylon International, this Hyperledger Fabric solution instantly processed thousands of renewals, drastically reducing processing times and establishing a verifiable digital governance model.* *---* Overcoming entrenched bureaucratic friction demands highly secure, isolated digital infrastructure. Deployed on January 5, 2026, directly into the demanding permit renewal cycle, a dedicated government blockchain radically transformed civic workflows. Discover how immutable record-keeping and verifiable digital signatures establish unprecedented standards for national scalability..   ### Implementing Next-Generation Document Security ![](https://doconchain.com/hs-fs/hubfs/image-png.png?width=369&height=280&name=image-png.png) Modernizing public architectures requires robust mechanisms guaranteeing absolute data integrity. Pylon International engineered San Juan City’s electronic permit system, while DOCONCHAIN integrated critical cryptographic security. We built a dedicated government blockchain network to serve San Juan City and securely house all upcoming public sector projects. This strategic infrastructure ensures maximum data isolation while preparing the network for an eventual transfer of control directly to the DICT National Blockchain Network.  Every permit is secured via the DICT PNPKI standard and features a dynamic QR code for instant verification, establishing a permanent, immutable audit trail.       ### Driving Operational Efficiency Through Strategic Innovation Transitioning to a secure, permissioned distributed ledger radically accelerated municipal workflows. Before this upgrade, severe bureaucratic friction hindered economic activity. Today, the exponential impact is undeniable. The modernized infrastructure slashed taxpayer processing times from two grueling hours to merely fifteen minutes. Internally, document approval routing plummeted from minutes to seconds per file. Crucially, field inspection verifications will drop from two hours to just one minute per business. This verifiable digital transition will effectively recover tens of thousands of productive man-hours, completely eradicating previous operational bottlenecks and securing vast public revenues instantly.  ![](https://doconchain.com/hs-fs/hubfs/image-png-1.png?width=1150&height=306&name=image-png-1.png)      ### Empowering Governance with Global Blockchain Standards  ![](https://doconchain.com/hs-fs/hubfs/image-png-2.png?width=374&height=265&name=image-png-2.png) Historically recognized as the site of the first Philippine Revolution battle, San Juan City continues its legacy of pioneering transformation. Under Mayor Francis Zamora, President of the League of Mayors of the Philippines, this high-profile deployment sets a definitive national benchmark. By leveraging Hyperledger Fabric—the identical enterprise framework utilized by the European Union’s blockchain infrastructure and the US Department of Defense—San Juan guarantees globally recognized security standards. This bold technological leap flawlessly aligns with the city's aggressive economic vision, positioning this implementation as the ultimate reference for nationwide civic modernization and public service excellence.     ### Looking Forward Successfully validating this dedicated infrastructure establishes a replicable blueprint for municipalities nationwide. As we advance through upcoming phases integrating Real Property Tax, Civil Registry, and comprehensive treasury operations, this secure architecture will permanently redefine the future of Philippine digital governance. \---   SOURCE [San Juan City Official Website](https://www.sanjuancity.gov.ph/)   ## Explore more articles ![Subscribe to the DOCONCHAIN Newsletter!](https://doconchain.com/hs-fs/hubfs/Newsletter%20Subscription%20Picture%20(375x304).png?width=375&height=304&name=Newsletter%20Subscription%20Picture%20(375x304).png) ![doconchain-logo](https://doconchain.com/hs-fs/hubfs/doconchain-logo.png?width=1060&height=302&name=doconchain-logo.png) ##### Home - [Pricing](https://doconchain.com/pricing) - [Contact](https://doconchain.com/contact-us) - [Log In](https://app.doconchain.com/?action=login) - [Sign Up](https://app.doconchain.com/?action=signup) ##### About - [Company](https://doconchain.com/our-company) - [Infrastructure](https://doconchain.com/our-infrastructure) - [Community](https://doconchain.com/our-community) ##### Solutions - [Overview](https://doconchain.com/solutions/overview) - [Products](https://doconchain.com/solutions/products) - [Use Cases](https://doconchain.com/solutions/use-cases) - [Benefits](https://doconchain.com/solutions/benefits-of-digital-signature) ##### Resources - [News Center](https://doconchain.com/resources/news-center) - [FAQs](https://doconchain.com/resources/faqs) - [Video Tutorials](https://doconchain.com/resources/video-tutorials) - [User Manual](https://doconchain.com/resources/user-manual) --- ©2019-2026 Doconchain Group.
