Government agencies are diligently digitizing their procedures, aiming for completion in 2024. This groundwork is crucial for the 2025 target of a fully digital environment, promising enhanced service efficiency and enabling data-driven decision-making for city officials.
Addressing past inefficiencies from fragmented systems, Ho Chi Minh City is deploying seven key interconnected technology platforms, aligning with national directives. These include systems for social media monitoring, improved complaint management, an institutional efficiency map, an official information portal, an innovation support platform, an AI-powered City Council system, and a digital monitoring tool for public IT investments. These integrated platforms will create a cohesive digital ecosystem, streamlining administrative processes and improving overall governance within the city.
A cornerstone of this transformation is the effective integration and sharing of data across various systems, already improving public service quality. The city has successfully connected with eleven national databases and linked sector-specific software across departments, enhancing administrative efficiency. Complementing this, infrastructure upgrades ensure seamless connectivity, and strong cybersecurity measures protect data. The “Digital Citizen” app and promotion of digital signatures encourage online service adoption, gradually replacing paper-based documents for a more sustainable system.
