Muntinlupa City embraces a smart city vision by approving a zero-contact policy for business permits via the new BeST online system, enhancing transparency and efficiency for all businesses.

 Under Mayor Ruffy Biazon, Muntinlupa City has institutionalized the Business E-Payment System (BeST) through Ordinance 2025-303. This mandates the use of an online platform for all new and renewed business permit applications. BeST integrates electronic payments via partner banks and e-wallets, offering convenient payment options. Furthermore, it provides a door-to-door delivery service for finalized permits, eliminating the need for in-person visits to government offices. This digital overhaul aims to simplify the application process and reduce logistical burdens for business owners within the city.

This transformative initiative is driven by Muntinlupa's commitment to enhancing city services and achieving its smart city goals. The Muntinlupa Business Permits and Licensing Office (BPLO) is responsible for implementing and managing the BeST system. This platform will handle all business license and permit processing for various entities. A core objective of BeST is to minimize direct interactions between applicants and personnel, thereby reducing opportunities for graft and corruption and fostering a more transparent and accountable system for all stakeholders involved in the business permit process.

The BeST system features an intuitive interface with quick email verification for registration and a user-friendly dashboard for application submission. It offers secure online payment options, ensuring transaction safety. Upon payment confirmation, the system automatically generates electronic versions of permits, clearances, and certifications. These digital documents, bearing the city's official seal and electronic signatures, can be conveniently printed by businesses as needed, streamlining operations and reinforcing Muntinlupa’s dedication to technology-driven and efficient governance.
